Elected a year ago, Norbu Syangbo Ghale chairperson of Naukunda Rural Municipality of Rasuwa District, has his own experiences to share. Elected on the slogan of brining Singha Durbar to the Rural center, Ghale is yet to see any changes in the style of governance. Ghale spoke to KESHAB POUDEL at his Rural Municipality office. Almost after the three years, most of the regions devastated by the earthquake of 2015 are yet to recover fully. It is also difficult to find anything solid in the budget, which could at least lay in the first year the much needed foundation for doubling agricultural output in 5 five years. Funds have been allocated under different heads to subsidize agriculture as in the past but the bitter reality is that the money set aside mostly remained unspent, with the exception of subsidy on chemical fertilizers and insurance.Further,it is difficult to believe that announcing support prices of crops like paddy,wheat,sugarcane,etc would help increase production and productivity when people are aware of the bitter reality that the country lacks a financially and technically sound institution to carry out primary procurement of farm output.

There is no doubt that the first visit of NaMo as the Indian PM, when he disembarked from his vehicle to mix with people on the road had generated great enthusiasm and immense bonhomie for him amongst the Nepalis.
